This repo already uploads coverage to Datadog. Remove the redundant CodeCov upload.

Remove the upload-to-codecov job which used codecov/codecov-action.
Coverage is already uploaded to Datadog via the upload-to-datadog job.

Environment: Datadog workspace

Jobs that require id-token:write (upload-to-datadog) or pull-request
comment posting (compare-artifacts) cannot run from cross-fork PRs due
to GitHub security restrictions. Add conditions to skip these jobs when
the PR originates from a fork.
