**What does this PR do?** There's quite a number of gemfile changes pending for the master branch (after #3149 was added), so I'm opening an empty PR so that those changes get added to this PR instead of confusing the diff for other PRs. **Motivation:** See above. **Additional Notes:** N/A **How to test the change?** Check that CI is still green.
