What does this PR do?
TEST_HAS_FAILED_ALL_RETRIESif EFD is enabled.Motivation
#7727 caused flakiness by sometimes tagging the incorrect execution with
TEST_HAS_FAILED_ALL_RETRIES. Additionally, inATR is disabled for tests retried by EFDtest we were relying on reporting order, which is unreliable.
