What Does This Do
Adds functionality to report JVM argument flags, aiding in enhanced crash tracking and diagnostics.
Motivation
This change improves the data available for debugging application crashes by including detailed JVM configuration information.

Only the JVM args are reported, and those are filtered via an allowlist.
