What does this PR do?

Report orchestrion (auto-instrumentation) telemetry as part of the existing tracer's configuration telemetry.

Orchestrion should start the tracer with the WithOrchestrion option and rely on the metadata argument to report arbitrary key-value strings (e.g version, toolexec..).

Orchestrion telemetry.
