Keep cooldown-skipped versions out of the support matrix
When a version is in the cooldown report (for example AWSSDK 4.0.100 and Confluent.Kafka 2.15.0 in this commit), promoting maxVersionSupportedInclusive here makes the checked-in support matrix claim coverage before the generated package test matrices pick up those versions. That bypasses the manual-review gate for users or automation consuming supported_versions.json; either keep these max supported values at the kept/tested version until cooldown expires, or include the new versions in the generated tests too.
