Summary of changes

Removes the libdatadog-based Trace Exporter

Reason for change

It's not enabled, we're still seeing lingering errors in test environments, and we don't see the value in just the trace exporter. We may want/need to reinstate some of this if/when native spans are a thing, but until then, we may as well remove it.

Implementation details

Tell 🤖 to remove it. It all looks good to me. There's a question about whether we'll want to bring back the logging, but seeing as the exporter is the only thing using it currently, I think it makes sense to remove it for now.

Test coverage

Removed the cases where we were testing both with libdatadog and without
