What does this PR do?
This PR adds a github workflow that publishes this repo as a Ruby gem.
Motivation
This workflow should set up trusted publishing of the gem. It's based on this repo that allows you to automate releasing your gems to RubyGems.org.
Additional notes:
This PR is another step (after #2 ) toward the overall project goal of creating and using a new
datadog-ruby_core_sourcegem. See here for more info on the project.
