What does this PR do?
This PR removes support for any Ruby version that is not 2.5, 3.3, or 3.4.
Motivation
As of now, only support for Ruby versions 2.5, 3.3, and 3.4 are needed (explanation). By removing unnecessary support, we can decrease the size of the gem.
