Because this bundle is still annotated for the stable channel/default channel in bundle/metadata/annotations.yaml, changing the CSV to version: 1.28.0-rc.1 while making it replaces: datadog-operator.v1.27.0 puts this release candidate directly on the stable OLM upgrade graph. If this bundle is published, clusters subscribed to stable can be offered the RC as the next upgrade from 1.27.0; use a candidate channel or avoid replacing the stable CSV until the final 1.28.0 release.
