What and why?
Add support for ruby 4, this required updating the AWS SDK to the newest version which includes it. AWS just launched Ruby 4 for lambda earlier this month.
How?
This change is mostly just adding Ruby 4 to the same lists that other versions of Ruby are in, plus some dependency upgrades.
