Ruthless Face emoji

Wechat/QQ #359 have a _Ruthless_ or _Tough_ emoticon for `:+` that has no good equivalent among existing Unicode emojis. It could be constructed as a ZWJ sequence of some tough face (e.g. :persevere:) and sunglasses :dark_sunglasses:.
