Resolves #234, closes #289 and upgrades our tooling to use the latest stable WinAppSdk 1.4.
Any components with a dependency on Microsoft.Graphics.Win2D will need to be updated to the latest 1.1.1 right away, see CommunityToolkit/Tooling-Windows-Submodule#161 (comment) for details.
