  • Remove step with always true predicate from prewhere reading chain

When a constant node is the first step of reading chain and the storage doesn't have adaptive granularity, the last granule 's rows will not be accurate because no physical read is performed, and it may cause some bug in range reader. Close #62741

This should bring performance improvement in some cases.

Hm.. need to consider case when predicate is a constant column wrapped by materialize as well..

The approach won't work, because sometimes we need the constant column for later step.
Another approach to fix the bug is to move the step with no input to latest step in reading chain, however, still have a case when there's only single prewhere step with no input.
Need to think more.
