Original pull-request #24446

This pull-request is a first step of an automated backporting.

It's relevant for the "smarter partition pruner" that we most likely don't have in version 20.8.

Most likely in 20.8 bug can be reproduced with ORDER BY toWeek(pk) and optimize_read_in_order = 1.
