Fixed inconsistent behavior of dictionary in case of queries where we look for absent keys in dictionary.
Detailed description / Documentation draft:
This is empty PR because dictionaries are under big refactoring and the code to fix is already deleted. Bug is here and I want to use automatic backport to create PR into all release branches.
