Skip chat events from temporary chats (local: prefix) on tabs/devices that are not actively running that chat. This prevents privacy-leaking notifications from appearing on other logged-in sessions. Also fix null title in notifications by falling back to 'New Chat' when the title is not available (temporary chats have no DB-stored title).
