Prevent unnecessary API calls when features are disabled or users lack permissions:

- API Keys: Only fetch user's API key in Account.svelte if ENABLE_API_KEYS
  is true AND user has features.api_keys permission (or is admin)
- Channels: Only fetch channels in Sidebar.svelte if ENABLE_CHANNELS is
  true AND user has features.channels permission (or is admin)

This eliminates HTTP 401/404 errors in logs and reduces backend load when
features are disabled. Aligns data fetching logic with UI rendering logic.
