Rather than use Dependabot and get churn notifications for updates that aren't important for this repo, let's use govulncheck.
Linting our tooling should be separate from linting the vector data with that tooling.

An alternative to getting low-value update PRs like #220 inspired by the Geomys standard of care. I've opted not to include a job testing the latest version of dependencies, it isn't obvious to me it's important for this repo.
If we merge this, I'll ask the C2SP folks with admin access to disable Dependabot for this repo.
