Describe the bug
When PPB is selected as the preferred editor for custom post types only the classic editor is loaded when opening the item and the PPB controls are not present.

However the tools load when Default is chosen and then switch to PPB in the editor.

To Reproduce
Steps to reproduce the behavior:

1. Install Jetpack and Wired Impact Volunteer Management
2. Enable Testimonials and Portfolios (Projects) in Jetpack
3. Change the preferred editor for the custom post types to PPB
4. Create/Edit one of those post types, the standard Classic Editor should load instead of PPB
