Describe the bug
When using the Add Block interface, the Block Library category does not load all of the blocks that are in the library. See the video below for a demonstration.

To Reproduce
Steps to reproduce the behavior:

1. Create enough blocks in the block library to exceed the height of a window.
2. Click Add Block, select the Block Library category.
3. Note that the blocks below the window height do not load
4. Resize the window to force a scroll bar to appear, and note that the blocks load afterward.

Expected behavior
The full block library should load regardless of the window size.
