Release 0.4.0

This initial Alpha release is intended for testing and further development. At this stage we do not advise users to use green-cli in mainnet environments.

Note particularly that mnemonics for wallets are stored insecurely and unencrypted in this version and therefore funds could be lost if the mnemonic file is accessed by an attacker.
