Adds the LITELLM_ENABLE_HSTS flag to the environment variables reference. This env var was introduced in BerriAI/litellm#30792; the litellm repo's documentation_test_env_keys check requires every env var to be listed here.

documentation_test_env_keysCI check requires every env var used in the code to be listed in this reference, so this doc row is needed for that PR's CI to pass.The flag sends the
Strict-Transport-Securityresponse header on proxy and UI responses, for deployments served over HTTPS. It is off by default.
