This PR refactors all instances of
availability_strategy_configto justavailability_strategyand moves the two configs in the sync cosmos client to be kwargs. Since this had been previously released only as part of a beta, I have marked these under theOther Changessection of the Changelog.Also updates version, dates and merge in changelog from our feature branch to ensure proper documentation and prepare for release.
