LGTM. Only thing I'd ask is that we have a successful regression + nightly dependency test for core or the like.

Regression test is failing but that doesn't seems like an impact of this PR. @scbedd I would like to merge this PR to fox storage and eventhub failures. All dependency tests and regression test for these two services are successful. |

pkg_resources module is used instead of using pip internal freeze method to find installed packages and it's version
