Updates the isolated block editor so that the plugin now works with Gutenberg 17.9.
There's a scattering of minor CSS fixes.
A major effect of the update is that the toolbar is now combined into a single line, which is much better for a forum:

However, depending on the context it is possible to exceed the width of the editor. The toolbar then becomes scrollable:
This seems to be how Gutenberg works so there's not a lot we can do at the moment.
