Update to Simplifed `spack.yaml`

> This will be an infrastructure change, not a proper model update. Hence, there will be no released deployment.

Update the `spack.yaml` to remove sections that are inherited from `spack-config`, and update the projections to use the new `{name}/VERSION-{hash:7}` syntax.
