It's now possible to use cice5 with multiple timesteps per history output - see ACCESS-NRI/cice5#72

This relies (it would run and compile with older PIO, but configuring hist_file_freq to non-default would cause a failure) on a new release of ParallelIO to include a bug fix - https://github.com/NCAR/ParallelIO/tree/39e558441197b0b98f69b989708b3df22a5d7438. We should make sure the spack package captures this dependency too.
