Summary

• Move the global DirectInput build option to the Win32 UI's CMakeLists where it belongs and remove leftovers in Qt UI's CMakeLists
• Add a build option (disabled by default) to use the SDL joystick backend on Windows instead of raw input; make the backend actually work on Windows, and port it back to C
