有活动的远程窗口时，如果鼠标划过远程界面，很容易导致呼出的启动器消失。
To Reproduce
Steps to reproduce the behavior:

1. 打开一个远程桌面，窗口最大化
2. 通过快捷键或点击标签页“+”号，呼出启动器
3. 尝试用鼠标点击启动器，会导致鼠标经过远程界面
4. 鼠标移动到启动器的过程中，启动器有概率自动关闭

Additional context
猜测是鼠标经过远程界面时定期回报，被视作窗口活动，导致启动器关闭。操作越快越连贯，越容易出现。
远程窗口在最上层时，呼出一个新启动器的场景还挺常见，经常鼠标走到半路启动器没了。
远程最小化/被遮挡/和鼠标不在同一个桌面时，不会出现此问题。
