Description of the Change
PR updates the "Build release zip" workflow to use 10up's https://github.com/10up/action-wordpress-plugin-build-zip/ action and adds a test step in release instructions.

How to test the Change
Can be tested after the PR merge. I tested this by fork repo and merge PR there.
