Description of the Change
Closes #265
This is a trial to use a dedicated composer package to perform PHP compatibility checks.
The goal (if this works well) is to use this package across all plugins to maintain uniformity in checks with minimal tweaks.
How to test the Change
The testing goal should be to break the plugin.
Test it on PHP < 7.4
