Today, Social Studies teachers are far more than mere conduits of
information or curriculum developed by the experts. Social studies
teachers are the key to what happens in classrooms (Thornton, 2005).
To use Thornton’s (2005) term, social studies teachers are the
“curricular-instructional gatekeepers.” As gatekeepers, teachers actively
shape an instructional program. Teachers can interpret what counts as
successful passage through the gate, open the gate wide or narrow,
based on what they believe students can or should profit from on the
other side, allow innovation through or block it based on their
estimation of its educational or practical worth, and so forth (Thornton,
2010:16). In short, it is assumed that teachers’ knowledge, beliefs,
thinking, and attitudes serve as the basis for the decisions they make
about their practice and student learning (Adler, 2008:340). The aim of
this study was to explore Social Studies teachers perception of the aim
of teaching Social Studies in the school cirriculum.
Although the lack of consensus about the meaning of Social
Studies itself (Nelson, 2001; Evans, 2004; Adler, 2008), the definition
and meaning of Social Studies has significant implications for the
school curriculum, teacher/classroom practice, the teacher education
curriculum, and the forms of research valued in the field (Nelson,
2001:15). As described in the published framework for K-12 social
studies education the overarching aim is to prepare Turkish citizens
who embrace Atatürk’s principles and revolutions, understand Turkish
history and culture, espouse democratic values, respect human rights,
care about the environment, know about their rights and
responsibilities as citizens, and think critically and creatively in order to
make informed decisions (TTKB, 2009). The reforms to Social Studies
education in Turkey required new approaches to curriculum,
instruction and teacher education. The most important innovation in
the new Social Studies curriculum is a student-centered approach and
an emphasis on active participation and involvement by students in the
learning activities (Doğanay, 2005; Öztürk, 2006; Saftan, 2008;
Açıkalın, 2010). It is cleared that traditional education has been
changed and the student-centered approach is made in planning.
Although, the meaing and aim of the teaching social studies changes
some studies showed that Social Studies make nothing of the new
meaning and aim of teaching Social Studies ( Doğanay & Sarı, Dinç &
Doğan; 2010). In short, it is clear relevant literature that, there is need
to examine social studies teachers’ perceptions of the aim of teaching
social studies.

Competence transfer in the partnerships is not only possible through technological or concrete machine types and similar tools but mostly by means of intellectual methods such as problem solving and system developing strategies. In this context, this is an exploratory research in terms of explaining in what ways and methods working abilities, in other words, explicit knowledge and tacit knowledge with basic factors are transferred. With this study, what methods - on-site production, importation, direct investment - the partners with foreign capital implement technology or strategies that they have brought from their own countries, in what ways the ability is transferred aremeasured in terms of the benefits of patents, utility model, exportation, knowledge, technology transfer etc. emerged as a result of partnership enterprise with the foreign businesses. The study is conducted by sending surveys to employees working in the joint venture businesses carrying out ctivities in Turkey via mails or network (Linkedin). The survey consists of open-ended and multiplechoice questions. The results of the survey have shown that technological expertise is transferred more than the methodical one in the Joint Venture Business with Foreign Capital, the exportation has increased as a result of these partnerships and Especially applications for patent and utility model have augmented.

Ortaklıklarda yetenek aktarımı sadece teknolojik ve elle tutulabilir türden makine ve benzerleri ile değil daha yoğun olarak sorun çözme sistem geliştirme stratejileri gibi düşünsel yöntemlerle olmaktadır. Bu bağlamda çalışma, yeteneklerin bir başka deyişle ana unsuru olan açık bilgi ve kapalı bilginin hangi yol ve yöntemlerle aktarıldığına keşfedici bir araştırmadır. Bu çalışma ile yabancı sermayeli ortakların kendi ülkelerinden getirdikleri teknoloji veya stratejilerini yerinde üretim, ithalat, doğrudan yatırım vb. hangi yöntemlerle uyguladıkları, yetenek transferinin hangi metotlarla aktarıldığı, yabancı işletmeler ile yapılan ortak girişimler sonucunda patent, faydalı model, ihracat, bilgi, teknoloji transferi vb. açıdan sağladığı faydalar ölçülmüştür. Çalışma Türkiye’de faaliyet gösteren yabancı sermayeli ortak girişimli işletmelerde çalışan personellere mail veya iş ağı (Linkedin) yoluyla anket çalışması gönderilerek gerçekleştirilmiştir. Anket çalışması açık uçlu ve çoktan seçmeli sorulardan oluşmaktadır. Araştırma sonuçlarına göre, Yabancı Sermayeli Ortak Girişimli İşletmelerde teknolojik uzmanlığın yöntemsel uzmanlıktan daha çok aktarıldığı, yapılan bu ortaklıklar sonucunda ihracatın arttığı ve özellikle patent ve faydalı model başvuruların arttığı gözlemlenmiştir.
