I am a native of Arkansas, graduated from the University of Arkansas, then spent academic year 1957-58 in Poitiers at the Centre des etudes superieures medievales. On returning to the US, I entered the Johns Hopkins University, where I received my PhD in 1962. Then I joined the History faculty of Florida State University in Tallahassee, Florida, where I continue to live in retirement. My first field of research was medieval English legal history, but my interests broadened over the years, and I have written several biographies of figures from the Angevin period, as well as social history pieces.

It is these questions that John Sabapathy seeks to examine for officials in medieval England through an innovative approach that he terms 'new administrative history ' (p. 19). His method highlights the inter-relations between theology, political thinking, legal ideas, and administrative practice, and he reveals a complex, multivalent flow of influences. Sabapathy is primarily interested in the practical conceptions of accountability, the extent to which they were institutionalized, and whether there was an underlying moral sense of responsibility that informed officials' conduct. Could officials be relied upon to be self-regulating, guided by accepted norms of behaviour, or were strict procedures for accountability required? The book seeks to identify similar trends in the conception and articulation of accountability across seigneurial, ecclesiastical, local governmental, and collegial settings, thus highlighting how issues criss-crossed between secular and religious environments. He argues that there was a distinct form of accountability that developed during the thirteenth century, a time of expanding administration, documentation, and bureaucracy. The chapters are based around a number of case studies that examine particular types of official-bailiffs, stewards, sheriffs, bishops, and college wardens. The research reveals a pattern of growing demand for procedures of accountability, whether this was in the development of the action of account, the methods of Exchequer audits, or the conduct of canonical inquisitions. The use of specific case studies, often arising from notable disputes, could potentially obscure the quotidian practices of officials, but Sabapathy effectively employs a range of comparative material in order to broaden the base of evidence. The first chapter on manorial bailiffs and stewards highlights the lawsuit of John de Valle in 1291, which used 'action of account'. Even though it had been long established that 'a person with some duty of care owed towards another could be obliged to give an account of it' (p. 40), with norms grounded in Scriptural precept and ideas of loyalty, legal methods became increasingly standardized after the 1250s. This was partly linked to the more sophisticated bureaucracy of demesne agriculture, but also to the growing influences of central royal administration and law. However, in practice, Sabapathy recognizes that there remained continual negotiation; 'virtually a dialogue, a debate between local officials and auditors' (p. 58), as highlighted in the legal machinations employed in de Valle's case. Perhaps of most interest is the observation that the professional status of thirteenth-century bailiffs was somewhat uncertain, particularly the nature of their bond to lords. Sabapathy suggests that their relationship was grounded more in the contract than fidelity, and this had implications for changing conceptions and costs of accountability. The sanctions available against bailiffs grew, as did the burden of proof that they had conducted their office well. The response of officials was to temper such risks through greater use of written proofs and better accountancy. Sheriffs, as senior royal officials in the counties, were subject to regular audits of their income and expenses, as well as ad hoc inquiries into their general conduct and integrity. The names of members of the familiae of Henry the Young King and Richard Lionheart, count of Poit... more The names of members of the familiae of Henry the Young King and Richard Lionheart, count of Poitou, identified chiefly from charter attestations, indicate the different positions of these two sons of Henry II and Eleanor of Aquitaine. Members of the landless Young King’s household were military retainers, knights of middling Norman or Anglo-Norman families, examples of Georges Duby's les jeunes, they were supplemented by a clerical element largely chosen by the boy’s father and loyal to him. As lord over Poitou, Richard could call upon local notables serving him in local administrative posts to witness his comital charters, and they largely remained behind after his 1189 succession to the English throne. The handful of Poitevin military companions who followed him on crusade had not witnessed numerous comital charters. Only one of the clerics in Richard’s comital administration, William Longchamp, rose to high rank in his royal government.Les noms des membres de la familia du roi Henri le Jeune et de Richard Cœur de Lion, comte de Poitou, sont le plus souvent attestés par les chartes ; les différentes situations des deux fils d’Henri II et d’Aliénor d’Aquitaine y sont indiqués.
