FESTIVAL DES ILES

Premier festival du genre au Sénégal et en Afrique, le Festival des îles sera organisé du 28
Mars au 7 Avril 2013. Le Festival des îles est venu répondre à un besoin essentiel pour le
développement de l’écotourisme et du tourisme de mémoire dans le delta du Saloum.

Comme outil de promotion touristique à part entière le festival compte revigorer le tourisme
dans la région de Fatick et contribuer au développement de produits touristiques qui tiennent
compte de la fragilité des écosystèmes du delta du Saloum et qui contribuent à l’amélioration
de l’économie locale.

Le Festival permettra à un grand public national et international de découvrir, ou redécouvrir

le delta du Saloum, de vivre ensemble pour quelques jours et de dialoguer sur l’état des lieux
des politiques et stratégies de conservation de la biodiversité. le Festival des Iles est ainsi un
appel à l’action pour la conservation de la biodiversité et une meilleure connaissance des
écosystèmes marins, insulaires et estuariens.

Le delta du Saloum, c'est aussi un terroir chargé d'histoire. Partie intégrante du complexe
écologique transfrontalier Niumi-Saloum, le delta du Saloum est caractérisée par une riche
diversité biologique et un héritage historique et culturel fort intéressant. Comme zone de
rencontre et carrefour commercial à la croisée des fleuves la Gambie et le Saloum, la région
est caractérisée par un métissage culturel et ethnique qui confère à la région un cachet bien
particulier.

Comme l’un des premiers ports d’attache en Afrique occidentale, cette région transfrontalière
entre le Sénégal et la Gambie apporte aussi un témoignage exceptionnel sur le commerce des
esclaves et sur les différentes facettes de la rencontre entre l’Afrique Noire, l’Europe et les
Amériques.

Le Festival des îles célébre et valorise ainsi le patrimoine historique et l’héritage culturel des
peuples noirs vivant dans les îles et communautés côtières de part et d’autre de l’Océan
Atlantique. A cet effet le festival compte se positionner comme la véritable vitrine du
patrimoine historique des peuples noirs, un outil de promotion pour renforcer l’attractivité du
delta du Saloum et promouvoir les initiatives locales de conservation et de développement
durable.

L’ouverture du Festival aura lieu à l’île de Gorée, avec un programme d’activités prévu au
Centre Fagaru, à Fatick et dans les îles du delta du Saloum. La clôture du festival est prévue à
Fatick, capitale régionale.
Programme – profil et contenu

Objectifs du Festival

 Créer un événement culturel d’envergure internationale pour attirer un plus grand nombre
de visiteurs et touristes étrangers vers la région de Fatick et le delta du Saloum; un
événement culturel qui favorise l’échange, la diffusion et la rencontre de différentes
formes d’expressions culturelles métissées d’Afrique et des Amériques.

 Sensibiliser les participants et le grand public aux questions de conservation de la

biodiversité marine et côtière et promouvoir l’adoption de pratiques durables.

 Prendre en charge la mise en œuvre d’initiatives de conservation de la biodiversité, la

creation, la production et la réalisation de projets culturels issus de divers milieux et
groupes.

 Offrir aux artistes de la région de Fatick et du Sénégal en général l’occasion de se

produire devant un grand public et d’enrichir leur culture artistique, répertoire et savoir-
faire.

La participation de délégations étrangères renforce la visibilité du festival et constitue une

opportunité unique de promotion pour toucher le public le plus large possible. Pour la
première édition, le Festival des îles prévoit la participation d’artistes, historiens, musiciens et
écologistes des pays suivants :

- le Cap Vert - ancienne colonie portugaise, cet archipel non loin du Sénégal est connu
pour la beauté et la diversité des paysages naturels. La présence d’une forte population
de Cap Verdiens vivant parmi nous et l’influence de la culture et de la musique Cap
Verdienne au Sénégal justifie le choix porté sur ce pays pour participer à la première
édition du festival. Le riche héritage historique et culturel du pays et ses relations
anciennes avec la sous région sénégambienne nécessitent d’être portés à la
connaissance des population locales.

- Jamaïque – l’impact de la musique Jamaïcaine en particulier le reggae n’est plus à

démontrer. Cette île des caraïbes est fortement marquée par l’esclavage, l’économie de
plantation et le tourisme avec son corollaire d’effets sur les ressources naturelles et les
cultures locales.

- Cuba – la musique cubaine est devenue aujourd’hui une part entière du tissu culturel et
les échanges entre artistes cubains et sénégalais ont fait le bonheur de beaucoup de
mélomanes de différentes catégories sociales. Le festival permettra de découvrir et
d’apprécier le patrimoine naturel de Cuba et les efforts consentis par les autorités et les
communautés locales pour la préservation de la biodiversité et la gestion durable des
ressources naturelles.
Organisation et gestion du festival

Le Comité directeur

Le Comité directeur a pour rôle

- Le développement d’une proposition détaillée de programme.

- Identifier et mobiliser les acteurs culturels, associations et organisations de protection de
la nature, institutions gouvernementales et organisations internationales impliquées dans
des programmes et projets de valorisation du patrimoine naturel et culturel et susceptibles
de contribuer à la réussite du festival.
- Développer le plan de communication national et international
- Mobiliser les ressources humaines, financières et techniques nécessaires et assurer la
coordination des partenaires et acteurs impliqués.
- Développer les outils de gestion administrative, logistique et financière.

Le comité directeur est composé de personnes ressources compétentes ayant une expérience
avérée dans le domaine du tourisme, la gestion des ressources naturelles, le marketing, la
planificcation et l’organisation d’événements culturels. Le programme prévu sera composé
d’une panoplie d’activités de découverte, des excursions et événements culturels de
différentes nature.

ISLAND FESTIVAL
Background and Rationale

The Festival will be organised for the first time from 28 March to 7 April 2013.

The aim of the festival is to boost the tourism industry in Senegal, promote support for
conservation efforts and stimulate the local economy of coastal and island communities of the
Saloum river delta in Senegal. The Festival appeals to a large audience at a local, national and
international level. The Festival will attract foreign tourists already in Senegal or tourists
planning a trip to Senegal or to the neighbouring country The Gambia. The Festival will also
have a positive and exponential impact on thousands of individuals throughout the world
through DVD documentaries about the event, the Internet, television and media coverage.

The festival is a cultural and environmental event lasting for 10 days and combining concerts,
music and dance workshops, exhibitions and lectures about islands and coastal ecosystems,
guided tours and excursions to visit the Saloum river delta and its numerous islands. The
Festival is by far an international cultural exchange programme and an inquiry of how islands
and coastal communities, provided with a distinct framework shaped by the natural
environment develop their adapting strategies and maintain cultural linkages with other
communities. Even as daily life is bounded at their shorelines, island communities are
nonetheless linked to other people and different places.

On the other hand coastal and island ecosystems are extremely fragile and whose future
development needs to focused on long term and integrated strategies capable of reconciling
economy, human development and environmental conservation. Thus, positive interaction
should be sought between socio-cultural, environmental and economic factors.

Therefore biodiversity conservation and cultural diversity are on the agenda and the Festival
is a joyful combination of concerts, exhibitions, guided tours, educational events, workshops
and art fairs. The Festival will allow for a cultural exploration of environmental issues and
challenges related to the sustainable use and management of island and coastal ecosystems in
Africa and other continents. The Festival will open for the interaction of artistic traditions,
historical context and subsequent influence on cultural and artistic practices in Africa and the
Diaspora.

The Festival is expected to generate awareness about biodiversity loss and its impact on local
economy and the welfare of people and communities. The festival is also meant to generate
excitement and pride for the arts and cultures of island and coastal communities around the
globe. Thus, special guests from different island communities will be invited each year to
present and represent the rich island communities from other parts of the world. It enables an
exchange of experiences and knowledge as well as the establishment of partnership and
network to promote international solidarity and community development.

In Senegal the Festival will help create a sense of price among local communities and raise
awareness about the ecological importance of the Saloum river delta for the conservation of
global biodiversity. The Festival will be a turning point in the lives of many participants. The
young and old will learn about the ecological importance and fragility of island ecosystems
and discover the rich cultural and natural heritage of the Saloum river delta biosphere reserve
and other coastal and island communities around the world.
Mission and future perspectives

The Festival will contribute to the achievement of many strategies the government of Senegal
and the international community have developed and approved, influenced or supported to
promote ecotourism and sustainable use of the natural and cultural heritage in protected areas
and world heritage sites.

It is felt important that this Festival should not be organised merely for commercial reasons.
In order to help to achieve the above objectives and, to ensure that it benefits the local
community, it is essential that a community profile be adopted from the beginning. The
festival will develop not only opportunities for young people to experience live music
concerts; it will also provide unique learning opportunities and quality recreation to rural
communities.

The Festival will encompass the widest range of activities. The beat of the festival comes
from the concerts, the music and dance workshops organised at various locations to provide
an atmosphere charged with the energy of creative experience.

The Festival has the potential to develop into the Senegal’s largest nature and cultural festival
by 2015. Inevitably, the Island Festivals is to become a major tourist attraction bringing
thousands of tourists and visitors to the Saloum river delta.

The objectives of the Festival

 To inform and educate about island and coastal ecology and wetlands of international
importance.

 To showcase quality cultural events presenting the rich cultural heritage of islands
communities through the production and presentation of an excellent multifaceted and
community-oriented festival with a wide range of seminars, leisure activities, concerts,
workshops and guided tours.

 To promote the Saloum river delta as a prime ecotourism destination in Senegal and
highlight the role and importance of arts and culture in supporting tourism strategies.

 To generate economic benefits for the local economy and improve the quality of life
for the communities we serve.

 To give participants basic facts and expert knowledge about Senegal with a specific
focus on the natural and cultural heritage of the Saloum river delta.
MUSIC FESTIVAL

Reggae Gone International

To celebrate one of the most known cultural form of expression that reveals the true nature
and complexity of the Atlantic heritage. With emblematic artists and personalities such as
Bob Marley, Jimmy Cliff and many others Reggae has gone international. Adopted by artists
and music lovers from different ethnic and cultural background around the globe, Reggae has
become a tool for social change and a strong voice advocating for peace, emancipation and
sustainable living.

The festival will offer a unique opportunity to discover and appreciate the many facets of
Reggae music as a vehicle for social change and a call for community cohesion across ethnic
and cultural differences. The festival will showcase sound systems and reggae artists From the
Caribbean, Europe and Asia in addition to many reggae artists living in Senegal and the
neighbouring countries.

Morna!

Music is said to be the true expression of the Cape Verde’s soul. There is music for each and
every mood! No doubt about that. Those tiny islands off the coast of Senegal are the origin of
a variety of music forms that capture the specific history, identities and aspirations of a
community at the heart of the Atlantic world.

There is a large community of Cape Verdean in Senegal and Cape Verdean music permeates
the very fabrics of the Senegalese music scene. The festival will feature Cape Verdean artists.
The Cape Verde experience, as lived today in the archipelago and abroad will be celebrated
through exhibitions, music, dance and arts.

Cuba Libre!

Cuban music has been a vibrant part of the Senegalese music scene for decades, and still
gathers a wide audience both in urban and rural areas. Because it brings together so many
different Latino musicians, ideas and musical styles, salsa has become a way of
communicating both within communities and across nations. Groups like Baobab and
Africando composed of West African musicians toured the world with an African flavoured
salsa that received international acclamation.

The festival will highlight the African roots of Latin music and the pre-festival workshops
will gather Cuban and Senegalese musicians as well as selected guest artists from around the
world to explore the cultural linkages between Africa and South America. The workshops will
culminate in unique artistic performances combining various music genres from Africa, Cuba
and other Caribbean islands.
CALL FOR PAPERS

Islands can be understood as interfaces of, as well as points of arrival and departure for,
processes of socio-cultural, political, religious and economical globalisation. Serving today as
symbols of sensual and aesthetic pleasures and consumption, many islands in the world also
embody memories of violent histories such as invasions, slavery and economic exploitation.

As a piece of land surrounded by water most islands refuse the political mapping into one of
the five continents and prefer to picture intercultural encounters of the past and present.
Therefore, cultural areas such as the Caribbean, the Pacific and the Indian Ocean constitute
places of growing anthropological interest, where theories of creolisation and hybridisation
were generated and meet with current debates over cultural homogenisation versus
diversification. Another result of the particularity of their territorial location may be that
islanders are often reminded that their cultural identity is linked to insularity and isolation on
the one hand and to mobility and migration on the other.

On the one hand, it is possible to say that islands, as areas of land surrounded by water, are
not necessarily more isolated in socio-cultural respects than any other areas of land, because
they are involved in extensive networks of communication and exchange. Recent processes of
globalisation, namely migrations and travel, modern capitalism, mass media and the new
communication technologies, contribute in particular to the interrelatedness of the world and
the trans-local link-up between people, no matter where they live.

On the other hand, it can be found that islands are (and are imagined to be) places that differ
from other parts of land, as their cultural identity is either linked to insularity and isolation, to
beach life, peace and joy or to forced mobility and migration.

Thus, islands and their cultures provide critical insights into the entanglement of historical
and contemporary power relations, ethics of consumption and politics of representation.

Given these comparable characteristics, the Island festival welcomes proposals on issues such
as:

 Identity and hybridization
 Migration, transnationalism and globalisation
 Islands and tourism
 World culture: music, dance, food and other art forms.
