I. INTRODUCTION

A consolidated list of Daily Subsistence Allowance (DSA) rates is promulgated on a monthly basis by the Chairman of
the International Civil Service Commission (ICSC). This is an allowance which is intended to account for lodging,
meals, gratuities and other expenses of United Nations travellers.

The DSA rates are established on the basis of data supplied by designated agencies for duty stations around the
world. The rates are intended to relate to good commercial hotels and restaurants. An additional amount of 15 per
cent of the average hotel and meal cost is included in the DSA rate to account for incidental expenses (tips, laundry,
toiletries, etc.). DSA rates generally relate to specific locations (primarily cities) within a country. An elsewhere rate is
also generally provided to encompass all remaining areas of a country.

The DSA rates as established by ICSC are applicable to all staff members. Additionally, officials other than staff
members of the United Nations, at ranks equivalent to the Director level (D-1 and D-2) and those at ranks equivalent
to Assistant Secretary-General or above, are eligible to receive supplements of 15 and 40 per cent, respectively, to
the established rate of the allowance. These supplements were also payable to staff members of the United Nations
at the Director level and above until they were discontinued in 2003 by General Assembly resolution A/RES/58/270.
This discontinuation also applies to the staff of Funds and Programmes governed by the UN Staff Regulations and
Rules, as well as to consultants, individual contractors and experts on mission. It does not, however, apply to staff
members of the specialized agencies or other organizations of the UN common system unless it is extended to them
by the relevant Agency or Organization.

Name of country or area and the currency used appear in this column.

DSA rate for the first 60 days in United States dollars (Column 2)

The DSA rate per day in United States dollars is listed in this column.

DSA rate for the first 60 days in local currency (Column 3)

The DSA rate per day in local currency is listed in this column.

DSA rate payable after 60 days in local currency (Column 4)

The DSA rate per day in this column represents the rate paid for a stay in the city or area beyond 60 days.

Room as percentage of DSA (Column 5)

The figures in this column represent accommodation (excluding meals and incidentals) as a percentage of the
calculated DSA rate, which shows the weight of the average accommodations cost in the promulgated DSA rate.

The Room as a Percentage of the DSA should not be confused with the rates of separate reimbursement for
accommodation, meals, or incidental expenses (e.g. 50% for accommodation, 30% for meals and 20% for
incidentals) as established by the administrative rules of individual Common System Organizations as a global non-
location-specific guideline in cases where some of the expenses are reimbursed by the hosting
organization/government. This breakdown is a different and separate measure and falls outside the purview of the
ICSC.

Effective Date (Column 6)

Effective date of the DSA rate shown in columns 2 to 4.

This column indicates the effective date of a DSA rate:

(a) Based on a survey; where a DSA survey resulted in no change in DSA rate, the effective date will still be indicated
as the survey date;

(b) Based on a change in exchange rate; column 2 is revised if DSA rates are based on local currency and columns 3
and 4 if DSA rates are based on the US dollar.

Survey Date (Column 7)

Date on which the last DSA survey was carried out for a country or area is indicated in this column.

Notes (Column 8)

Relevant notes (1 through 8) are indicated in this column with the description of the notes appearing in the last few
pages of the circular. New notes may be added as required.

I. INTRODUCTION

Le barème des indemnités journalières de subsistance est promulgué mensuellement par le Président de la
Commission de la fonction publique internationale (CFPI). Les montants sont établis pour couvrir les frais de
logement, les repas, les pourboires et autres dépenses courantes encourues à l'occasion des voyages effectués dans
le cadre d'une mission officielle de l'Organisation des Nations Unies.

Les montants de l’indemnité journalière de subsistance sont déterminés sur la base des données fournies par des
agences désignées pour tous les lieux d’affectation à travers le monde. Ces montants se rapportent à la catégorie des
bons hôtels et restaurants. Un montant additionnel équivalent à 15% du coût moyen du logement et de la nourriture
est également inclus dans l’indemnité afin de couvrir les faux frais (pourboires, nettoyage, produits de soins
personnels, etc.). Le montant de l’indemnité journalière de subsistance est généralement calculé pour des localités
spécifiques (principalement les villes) d’un pays. Généralement, un autre montant est aussi calculé pour couvrir les
autres localités du pays.

Les montants de l’indemnité journalière de subsistance établis par la CFPI s’appliquent à tout le personnel. Les
fonctionnaires autres que le personnel des Nations Unies, de rang équivalent au grade de Directeur (D1 et D2) ainsi
que ceux de rang équivalent au grade de Sous-Secrétaire général ou plus, ont droit à une majoration de 15 et 40%,
respectivement, en sus du taux standard de l’indemnité. Ces majorations étaient aussi accordées aux fonctionnaires
des Nations Unies du grade de Directeur ou plus, avant que l’Assemblée générale, dans sa résolution A/RES/58/270,
ne décide de les discontinuer en 2003. Cette interruption s’applique également au personnel des Fonds et
Programmes régis par le Statut et Règlement du personnel des Nations Unies, ainsi qu’aux consultants,
entrepreneurs individuels et experts en mission. Cependant, elle ne s’applique pas au personnel des agences
spécialisées ou d’autres organisations du le régime commun des Nations Unies, à moins qu'elle ne leur soit étendue
par l'agence ou l'organisation compétente.

promulgué de cette indemnité.

Le prix de la chambre, en pourcentage du montant de l'indemnité journalière de subsistance, ne doit pas être
confondu avec d'autres remboursements relatifs à l'hébergement, aux repas ou aux frais accessoires (par exemple,
50% pour l'hébergement, 30% pour les repas et 20% pour les faux frais) tels qu'établis selon les règles
administratives spécifiques à chacune des Organisations du Régime Commun, en tant que ligne directrice globale non
spécifique à l'emplacement, dans les cas où certaines des dépenses sont remboursées par l'organisation ou le
gouvernement d'accueil. Cette ventilation est une mesure différente et distincte qui ne relève pas de la compétence
de la CFPI.

La date d'entrée en vigueur des montants de l'indemnité journalière de subsistance figurant aux colonnes 2 à 4 ci-
dessus est indiquée dans cette colonne.

La date d'entrée en vigueur d'un nouveau montant de l'indemnité journalière de subsistance est indiquée dans cette
colonne:

a) Nouveau montant résultant d'une enquête (dans les villes où aucun changement n'est intervenu à la suite d'une
enquête, la date d'entrée en vigueur est la même que celle de l'enquête).

b) Nouveau montant résultant d'une variation du taux de change. Le chiffre figurant à la colonne (2) est révisé si le
montant de l'indemnité est calculé en monnaie locale et les chiffres figurant aux colonnes (3) et (4) sont révisés si le
montant de l'indemnité est calculé en dollars des États-Unis.

indiquée dans cette colonne.

3 Cuba - The U.S. dollar rate of DSA is based on a special rate of exchange (1 Peso = 1 U.S. dollar) applicable to UN travellers;
