These forums are for MinecraftForge, Neoforge has it's own support site/discord, you would be better served looking for help there.

Do you have java installed? How are you trying to open the installer? Does it do anything at all when you try? Does it generate an installer log?

At a cursory glance on the website, that product does not work with MinecraftForge as a mod. Neoforge is a different mod loader, they have their own support. People may have looked at your post, but not know an answer, so asking for replies from viewers as you did is probably not very useful. If you're looking for a chat room vs a forum, you should join the discord.

Try removing the file ars_additions/glyph_retaliate.toml from the config folder. If it happens again, search the log for "Failed loading", and see if it comes up with any more files. Might be worth a try backing up/removing the whole config folder if it repeatedly happens.

What are you going on about? This is the Minecraft Forge website, having to do with making or using mods for Minecraft Java Edition. Also, moving this post to general discussion, do not post random posts in random places please.

Please explain "downloading some mod via forge", do you mean downloading mods from Curseforge? Which version of Minecraft? Please read the FAQ and post logs as described there, as it will give some details that might explain what is going on.

You are running a fabric server, but this is the Minecraft Forge forums. Please seek out support for fabric where fabric support is given. (Google probably knows)

In ItemTags there is a tag for VILLAGER_PLANTABLE_SEEDS, I would probably start by adding my seed to that tag. Look through the vanilla MC code, see how the regular wheat seed is used, and it should give you some pointers in the right direction. If you need more help, share your code (github is great, and for more than just that), and be descriptive about what is working/not working, what you did to test, etc.

If you need instant help, I would suggest discord. Forums don't usually have people sitting waiting for someone looking for help. You should also create your own thread, instead of posting on a really ancient dead one. I also noticed that you're running Neoforge, which is not supported here. I would suggest looking for their discord, I'm sure they have a link on neoforged.net

Seeing many ResourceLocation errors from dusty decorations, try removing or updating, or perhaps reporting to the author. Also see at the end "Caused by: java.lang.OutOfMemoryError: Java heap space", so the game is running out of memory, give it more in the launcher settings.
