Project Role and Contributions
Flow led the full design, development, and implementation of Regina’s Coordinated Access System (CAS), a foundational element of the city’s response to homelessness under the Reaching Home federal strategy and Regina’s Plan to End Homelessness.
Flow’s role extended beyond Regina to include provincial-level coordination and infrastructure development in partnership with the Community Entities in Saskatoon (Saskatoon Housing Initiatives Partnership – SHIP) and Prince Albert (River Bank Development Corp – RBDC), supporting the creation of a shared Homelessness Information Partnership Saskatchewan (HIPSK) and the rollout of the Homeless Individuals and Families Information System (HIFIS).
Key contributions and leadership areas
Coordinated Access System Development (Regina):
- Led CAS design from concept through to full implementation, in partnership with Coordinated Access Lead Agency, Namerind Housing Corporation (Namerind).
- Established and facilitated the advisory committee to guide system decisions and governance.
- Authored key policy and procedural documents to support consistent and equitable system delivery.
- Collaborated with Namerind to manage onboarding and training for new CAS staff and participating community agencies to ensure effective adoption and execution.
Provincial Collaboration & Data Integration:
- Supported the development of the Homelessness Information Partnership SK (HIPSK) alongside SHIP and RBDC, working with the Project Lead in this area to create a provincial working group to align data practices and infrastructure.
- Supported the implementation of HIFIS, working with project leads to ensure its integration with Coordinated Access and broader service delivery across Saskatchewan communities.
- Contributed to cross-community learning, alignment, and the creation of shared frameworks that improved coordination and interoperability.
This work illustrates Flow’s ability to lead both community-specific system transformation and inter-jurisdictional collaboration, connecting local practice with regional infrastructure to support long-term, data-informed strategies to end homelessness.
