This chapter describes a multi-level design process for online and distance learning programs tha... more This chapter describes a multi-level design process for online and distance learning programs that builds on a philosophical base grounded in learning theory, instructional design, and the principles of the process of change. This chapter does the following: (1) describes a six-level design process promoting congruency and consistency at the institution, infrastructure, program, course, activity and assessment level; (2) describes a conceptual framework for designing online and distance learning programs; and (3) suggests a set of principles and questions derived from that framework. The principles are derived from the Vygotskian theory of cognition that focuses on four core elements of any teaching and learning experience-the learner, the faculty/teacher/mentor, the content /knowledge /skill to be acquired/or problem to be solved, and the environment or context within which the experience will occur. This chapter includes a set of principle-based questions for designing effective and efficient online and distance learning programs.

What are some of the characteristics of programs suited for learning-disabled children? Will computer programs present opportunities for enhanced educational growth for learning-disabled children? This paper does not attempt to provide deftnitive answers to these questions; it attempts only to look at the results of two brief forays into this new educational arena. This paper describes the design and content of a reading comprehension program aimed specifically at the learning-disabled student in grades 4-9, and then presents the results of two pilot studies using that program. The third section of the paper examines the characteristics of computer-based education and their benefits for learning-disabled children. Description of the Reading Program The title of the reading program that was designed specifically for the learning-disabled child is the Reading Comprehension System. (This program is a computer-based education program offered by Control Data Corporation.) The purpose of the program is to provide diagnosis and practice in five comprehension skill areas at five skill application levels. The program was originally designed for the junior high learningdisabled student, but preliminary testing shows it is probably applicable for any student in grades 4 to 9 who has an independent reading level between 2.5-6.5. The Reading Comprehension System contains 240 short reading passages written at six levels of vocabulary, 2400 questions in five skill areas, a Group Setup Utility for setting up student groups, a Teacher Utility that provides tracking and diagnostic information on each student, and an 80 page Teacher's Manual. Reading Comprehension System Structure The structure of the Reading Comprehensive System is a five by six matrix resulting in thirty matrix locations, as shown in Figure 1. 203
