Since FLIR Cloud Client is an application just like any other, you can remove it using its own uninstaller from the Control Panel > Programs and Features > Uninstall a program.
In the event that FLIR Cloud Client refuses to uninstall, choose another app that can take care of that. I recommend Revo Uninstaller as it can clean the PC and force remove apps that are broken.

According to the system requirements, the software is known to work only on the following versions of Windows: Windows 8, 7, and Vista. But I've taken the liberty to download and install the software myself on Windows 10 x64 and it works just fine.
You can download the client from the following page, but when you're installing, make sure to select Run as Administrator, then simply follow the instructions on screen.
I can't setup Flir Cloud Client once it is downloaded to my Microsoft Surface. It says, 'Can't run this app'.
