Penelitian ini menganalisis bentuk pelayanan publik dalam pemeriksaan keimigrasian serta merumusk... more Penelitian ini menganalisis bentuk pelayanan publik dalam pemeriksaan keimigrasian serta merumuskan karakter, etika, dan kompetensi petugas imigrasi di Tempat Pemeriksaan Imigrasi (TPI) di Indonesia dalam kerangka profesionalisme. Permasalahan yang timbul adalah terdapat perbedaan pemahaman, perspektif, dan paradigma bentuk pelayanan publik dalam pemeriksaan keimigrasian dan terdapat perbedaan kompetensi, karakter, etika petugas imigrasi di TPI. Metode penelitian kualitatif dengan pendekatan analisis dokumen (document analysis) digunakan dengan pengumpulan data berupa publikasi ilmiah, buku-buku, peraturan-peraturan, serta laporan dari organisasi. Analisis data menggunakan analisis teoretis dan konseptual yang dapat merekomendasikan suatu model atau konsep. Hasil kajian ini menunjukkan bahwa bentuk pelayanan publik dalam pemeriksaan keimigrasian di TPI berbeda dengan pelayanan publik yang diterapkan di sektor publik lainnya karena ada aspek keamanan perbatasan, manajemen perbatasan, dan teknologi perbatasan. Karakter ASN sebagai petugas imigrasi di TPI menggunakan konsep professional courtesy bukan hospitality dengan rekomendasi berupa delapan kompetensi berikut elemennya. There has little evidence in the previous study about the integration of border agencies in Indonesia and perspectives on the establishment of immigration and customs agencies. The questions may arise how important is the integrated border agencies is in the reform agenda in public sectors and bureaucracy from the perspectives of border officers. This study is to figure out the perspectives of border officers on the integration of two border authorities in Indonesia and what the ideal integration should be. This paper provides solutions for some issues of border protection in Indonesia with survey research and a step-by-step process of integration. This paper finds most immigration and customs officers at border controls exposed the importance of an integration initiative between the Directorate General of Immigration (DGI) and Directorate General of Customs and Excise (DGCE) in Indonesia through the Integrated Border Management (IBM) strategy. Therefore, initiating the integration of institutions between the Directorate General of Immigration and Directorate General of Customs and Excise, such as ICA Singapore or ABF Australia is more ideal border agencies rather than a joint-task force.

To what extent has it adopted the international maritime conventions and been relevant with other border agencies? This paper examines Indonesia's immigration policy on marine border control based on national border policy analysis and governance. The result finds that the Indonesian Immigration Act No.6 of 2011 lacks marine border governance and an immigration border clearance process. Immigration selective policy cannot respond to the emotional issues in Indonesia's maritime areas, such as the exclusive economic zone (EEZ) and the special economic zone (KEK). Furthermore, Indonesia's immigration regulations have not adopted international maritime laws, the Facilitation on International Maritime Traffic (FAL), or national shipping regulations. This study recommends that the DGI adopt the marine Integrated Border Management (IBM) for immigration border clearance which underpins the strategic cooperation and task force.

This paper discusses the case of immigration governance, responding to the Indonesian migration p... more This paper discusses the case of immigration governance, responding to the Indonesian migration policy during the Covid-19 outbreak. It indicates the immigration policy in Indonesia has quickly changed every month, which becomes serious issues, for example, about overlapped authorities at borders, fragmented policy, border law enforcement disputes, and confusion about visa and residence permits policy. This paper applies the qualitative research methodology of a single case study with a theoretical framework approach. The study finds the migration policy and governance in Indonesia in the Covid-19 pandemic have incorporated the theory of governance with five propositions as described in Stoker (1998). However, the responsibility of cross-border station closure is blurred, which indicates no coordination among border agencies, and this may lead to blaming and scapegoating. The immigration policy at Indonesia's borders illustrates a rigorous policymaking process but inconsistency where the policy instruments were revised and extended every month. The policy has not been designed for the situation after the Covid-19 crisis in Indonesia is declared over by the competent authority. In this paper we have studied the village Viscri-an example of success in the development of sustainable rural tourism by innovation and originality. Viscri is a Saxon village located in the commune Buneşti in Braşov County, Romania. As early as the 2000s, the local community in Viscri, supported by the Mihai Eminescu Trust Foundation (MET) has managed to develop a tourism concept that is based on the local population. By developing a new concept of tourism organisation, Viscri inhabitants have proved that Romanian villages can attract tourists by creating a stable and sustainable system of tourism by capitalizing all resources, from the human capital to the traditions, customs and stories of an area.

The quality of government by Rothstein and Teorell refers to the term of impartiality in the exer... more The quality of government by Rothstein and Teorell refers to the term of impartiality in the exercise of public authority which comprises an equal conduct to public administration, public choice, multiculturalism, and feminism. This qualitative research with multidisciplinary approach examines the quality of government in immigration control at airports in Indonesia from its perspectives, principles, and practices. The result shows it has not considered the quality of government and has not designed a framework or model of the quality of government in immigration control at airports. We propose the quality of government utilizes principles of the moral law of public authority which refers to Kantianism constructivism, formalism, positivism, and rule of law. The perspectives on the quality of government should encompass human rights, sovereignty, border integrity, international law aspects, and information systems. In practices of immigration control, the quality of government shall generate positive impacts on economy, socio-culture, politics, cooperation, and national security of a country.

These may lead to problems with border security issues including visitors and illegal entrants who plan to stay and work in Indonesia. This study is to measure the correlation of the immigration clearance process, the selective policy and security approach at airports in Indonesia from the perspectives of immigration officers at immigration controls. It shows that there is a strong coefficient correlation of 0.092 between the immigration clearance process, the selective policy and security approach. It demonstrates a linear correlation among three and positive correlation (0,092) dan (0,164). If the selective policy is performed strictly, the security approach is also increased and may result in the effective immigration clearance process at airports in Indonesia. This study proposed a framework of immigration control at airports to illustrate how they strongly interrelate one another and shape perspectives of front-line officers.

In this paper we have studied the village Viscri-an example of success in the development of sustainable rural tourism by innovation and originality. Viscri is a Saxon village located in the commune Buneşti in Braşov County, Romania. As early as the 2000s, the local community in Viscri, supported by the Mihai Eminescu Trust Foundation (MET) has managed to develop a tourism concept that is based on the local population. By developing a new concept of tourism organisation, Viscri inhabitants have proved that Romanian villages can attract tourists by creating a stable and sustainable system of tourism by capitalizing all resources, from the human capital to the traditions, customs and stories of an area.

The quality of government by Rothstein and Teorell refers to the term of impartiality in the exer... more The quality of government by Rothstein and Teorell refers to the term of impartiality in the exercise of public authority which comprises an equal conduct to public administration, public choice, multiculturalism, and feminism. This qualitative research with multidisciplinary approach examines the quality of government in immigration control at airports in Indonesia from its perspectives, principles, and practices. The result shows it has not considered the quality of government and has not designed a framework or model of the quality of government in immigration control at airports. We propose the quality of government utilizes principles of the moral law of public authority which refers to Kantianism constructivism, formalism, positivism, and rule of law. The perspectives on the quality of government should encompass human rights, sovereignty, border integrity, international law aspects, and information systems. In practices of immigration control, the quality of government shall generate positive impacts on economy, socio-culture, politics, cooperation, and national security of a country.

However, newly recruited frontline officers at immigration controls were posted in every airport in Indonesia. These may lead to problems with border security issues including visitors and illegal entrants who plan to stay and work in Indonesia. This study is to measure the correlation of the immigration clearance process, the selective policy and security approach at airports in Indonesia from the perspectives of immigration officers at immigration controls. It shows that there is a strong coefficient correlation of 0.092 between the immigration clearance process, the selective policy and security approach. It demonstrates a linear correlation among three and positive correlation (0,092) dan (0,164). If the selective policy is performed strictly, the security approach is also increased and may result in the effective immigration clearance process at airports in Indonesia. This study proposed a framework of immigration control at airports to illustrate how they strongly interrelate one another and shape perspectives of front-line officers.
