This term can be discussed from either a conceptual or a practical perspective. I previously proposed the metaphor of layers to understand how this concept functions from the conceptual
perspective in human research. In this paper I will clarify how my analysis includes other definitions of vulnerability. Then, I will take the practical-ethical perspective, rejecting the usefulness of taxonomies to analyze vulnerabilities. My proposal specifies two steps and provides a procedural guide to help rank layers. I introduce the notion of cascade vulnerability and outline the dispositional nature of layers of vulnerability
to underscore the importance of identifying their stimulus condition. In addition, I identify three kinds of obligations and some strategies to implement them. This strategy outlines the normative force of harmful layers of vulnerability. It offers concrete guidance. It contributes substantial content to the practical sphere but it does not simplify or idealize research subjects, research context or public health
challenges.

Rather than rejecting the concept, however, I argue that a sufficiently rich
understanding of vulnerability is essential to bioethics. The challenges of
international research in developing countries require an understanding of
how new vulnerabilities arise from conditions of economic, social and political
exclusion. A serious shortcoming of current conceptions of vulnerability
in research ethics is the tendency to treat vulnerability as a label fixed on a
particular subpopulation. My paper examines the role of this “label” metaphor
in current statements of research ethics. In contrast to this prevailing “label”
metaphor, my own positive account of vulnerability develops a dynamic way
of understanding the structure of the concept of vulnerability based on the
idea of “layers of vulnerability.” I examine several cases involving women, as
they are sometimes labeled as a vulnerable population and sometimes not. My
analysis demonstrates the essential role of this revised concept of vulnerability
in bioethics and research ethics.

This article dicusses informed consent (IC): its evolution, its main challenges, and its theoreti... more This article dicusses informed consent (IC): its evolution, its main challenges, and its theoretical assumptions. This process involves the interrelation of IC with the history and evolution of research ethics, and with some abuses committed in biomedical research. The article also presents the objections to IC, especially those related to its implementation in developing countries. It also approaches the epistemological problems and those related to the capacity of acting, given the background conditions in which IC is obtained. Furthermore, the article exposes the traditional justification of IC as conveyed by the Belmont Report, as well as a frequent simplification of this justification that focuses only on the deliberative aspect of IC, in which the emphasis on the autonomy or deliberation supposes an inadequate view of research subjects.

En este articulo, comenzare planteando la situacion de desigualdad que existe en America Latina. ... more En este articulo, comenzare planteando la situacion de desigualdad que existe en America Latina. Analizare, especificamente, el impacto que tiene la conceptualizacion que se haga de la pobreza. El objetivo es analizar que se entiende por pobreza cuando se presentan ciertos indices, con el fin de exponer las diferentes dimensiones que comprende este lamentable fenomeno social y como la forma de medicion incide en aquello que se revela. Para ello pasare revista a los diversos analisis que se han formulado sobre el tema. Luego, me detendre en el fenomeno de la feminizacion de la pobreza, esto es, el impacto que tiene la falta de recursos especialmente en las mujeres, y finalmente insertare en este contexto la cuestion de los derechos reproductivos. El objetivo final es mostrar los vinculos entre estas realidades supuestamente diferentes.

In this brief commentary, I wish to highlight the significance of this type of discussion for the Argentine population and its importance for an adequate understanding of the available tools for an ethical response to the epidemic. First, Dr. Pitanguy reports on a shared situation: although the Zika virus has not reached the same dimensions in Argentina as it has in Brazil, Argentina is neither exempt nor far removed from the epidemic. Moreover, dengue (transmitted by the same vector, the Aedes aegypti mosquito) reached the city of Buenos Aires this year. We now have a huge number of cases and several deaths from the disease. Consequently, we Argentines cannot be indifferent to these problems
