Depuis quelques années, la question foncière dans les pays du Sud et en transition est abordée av... more Depuis quelques années, la question foncière dans les pays du Sud et en transition est abordée avec pour thème privilégié les « grandes acquisitions » de terres agricoles par des opérateurs internationaux. La place des élites nationales dans la reconfiguration des structures agraires reste souvent ignorée. Cet article offre un éclairage sur les acquisitions de terre par les élites urbaines en Côte d'Ivoire, une dynamique forte depuis les années 2000, essentiellement pour la réalisation de plantations d'hévéa. Après avoir discuté les acquisitions foncières par les élites nationales comme objet de recherche, il propose une caractérisation de ces acteurs et des transactions, évoque les tensions et conflits induits par ces transferts fonciers ainsi que les dispositifs de sécurisation mis en oeuvre par les acquéreurs, et traite de l'usage productif des terres ainsi acquises. L'analyse repose sur des données collectées en 2013-2014 auprès de 100 acquéreurs et de 53 cédants. © 2017 Lavoisier, Paris. Tous droits réservés

Summary National elites as new land market players in Côte d'Ivoire. In recent years, the land issue in developing and transition countries tended to focus on the " land grab " of farmland by international operators. The role of national elites in the reconfiguration of agrarian structures remains often underestimated. This article sheds light on land acquisitions by the urban elites (" cadres ") in Côte d'Ivoire, a very dynamic trend since the 2000s, mainly for creating rubber plantations. After discussing land acquisitions by national elites as a research topic, the paper characterizes the actors and the transactions, pinpoints the
tensions and conflicts induced by these land transfers and the securing strategies implemented by thecadres, and discusses the productive use of land so acquired. The analysis relies on data collected from 100 buyers and 53 sellers in 2013-2014. © 2017 Lavoisier, Paris. Tous droits réservés

– En Afrique, la question foncière est actuellement dominée par le thème des acquisitions de terr... more – En Afrique, la question foncière est actuellement dominée par le thème des acquisitions de terre à grande échelle, mais la place des élites nationales dans cette dynamique reste peu traitée. Ce texte présente les premiers résultats d'une recherche sur les acquisitions « marchandes » de terres par les « cadres » en Côte d'Ivoire. Il montre que l'achat pour la réalisation de plantations d'hévéa domine et que les superficies concernées restent relativement limitées. Comme dans le cas de transactions entre villageois (généralement entre autochtones et migrants), les acquisitions foncières impliquant des cadres restent marquées par un enchâssement social. Ces premiers résultats conduisent à relativiser la spécificité des transferts fonciers au bénéfice des cadres par rapport aux transferts n'impliquant que des villageois. In Africa, the issue of land grabbing currently dominates debates about land management, but the role of national elites in this process is rarely empirically addressed. This text aims at offering a first analysis of land market acquisitions by the national elite (" cadres ") in Côte d'Ivoire. It shows that land purchase for rubber planting predominates, and that the areas concerned by the acquisitions remain relatively modest. As in the case of transactions among villagers (mostly between natives and migrants), those involving cadres are socially embedded. Those first results question the specificity of land transfers benefitting cadres, compared to transfers involving villagers.
