  In the Modesto motel room, Avery Fields (VICTOR), Emerson Copeland (VERDANCE), and Charlotte Gaultier (WAXER) devise their plan.  The murders at the Stockton NPR station are being pinned on the Bear Flag Republic (BFR), Delta Green is working behind the scenes to make sure that story sticks. Right now, V-Cell needs to focus on locating and eliminating Ronald Pringle aka Horst Jaeger, the leader of the BFR. They have this place of permanent residence, but its known that he doesn't really live there, instead choosing to hide out in his fortified cabin somewhere in the mountains. Inside, and scattered around the vehicle, are a number of dead men, before the vehicle are two cruisers of the Oklahoma State Police. Lieutenant Fields approaches the vehicle and confirms the kills. Four men, former affiliates of the Aryan Union, later connected to the "Aryan People's National Resistance" (APNR), a white supremacist militia the operated in Oklahoma since in the mid-1980s, and which in only the last two days, and almost totally dissolved. 16FEB2001 Agents wake up early on the 16th and get to work. They have a long day ahead of them. IMOGEN and IRENA requests for a morning meeting with their contact, Yi Yuhan, while INDIGO tries to compromise the Opal Palace Casino's security systems to get access to their CCTV. Yi agrees, and they meet at the Cathedral of the Nativity of Our Lady .  At the Cathedral, IMOGEN and IRENA meet Yi, and they talk briefly. The conversation is brief and they speak in code, with Yi adamantly claiming he is not  in contact with Taiwanese intelligence, adding "but if I were, what would you be asking me to do?". I-Cell is curious about Hurricane Group in Taiwan, and specifically they want to know about the mysterious third party being kept as their guest in Formosa, whom the Circle has codenamed "BLUEBEARD".   On the evening of Valentine's day, 2001, Agents IRENA and IMOGEN return from evenings out with their husband to messages, notifying a "Mrs. Greene" of a summons to the Post Office, their husbands complain that they've told the Post Office numerous times that no Mrs. Greene lives at their address, which their wives pass off as incompetence of the Postal Service. When they have a moment alone, they make a brief call on their burner phones notifying A-Cell that they are now ready to receive the message.  A-Cell calls them later that night, a robotic voice recites the activation phrase, informing them they've been assigned to "Operation SPECTRUM", then dictates their instructions to meet for their briefing. They are told to prepare for a long stay overseas, bring their passports, and that arrangements have already been made with their employers.   4 NOVEMBER V-Cell and the Mexican SWAT team "Templar-2" are gathered in a storage annex under the Karotechia laboratory in Juarez. They're almost out, but to escape, they're going to have to fight their way through the Tryworks, the primary testing facility for Aktion HARUSPEX.  VICTOR mounts a ladder to the layer above them and exits from a hatch to a small armory attached to an observation room and a testing chamber.
