
Dick Winchell
Dick Winchell is Professor of Urban Planning and Chair of the Department of Planning and Public Administration at Eastern Washington University. He is a Fellow of the American Institute of Certified Planners (FAICP) and has served as planning director for the Fort McDowell Yavapai Reservation, AZ; Director of the Native American Public Administration Program at ASU offering an MPA in Window Rock, AZ to serve the Navajo Nation; and is developer of the tribal planning curriculum at EWU working with NW tribal leaders and planners. Winchell is the Principal Investigator in the Northwest Tribal Technical Assistance Program (NW TTAP) funded through the US DOT since 1993 serving 45 tribes in the Pacific Northwest, and has actively worked with the Affiliated Tribes of Northwest Indians (ATNI) and tribes in the Pacific Northwest since 1986. Dr. Winchell has a PhD in Geography from ASU and an MURP from the University of Colorado-Denver Center. He was co-editor of "Geographical perspectives on sustainable rural change" (2010), the "Washington State Guide to Tribal Transportation" (2009 on-line); and author of numerous book chapters and articles on American Indian planning, governance and community development.
