This blog presents and provides an ongoing account of the development of my doctoral research project in the field of EU Higher Education Policy. The research project explores the evolution of Higher Education policy as an EU competence, addressing the origins of collaboration in the field of Higher Education at the intergovernmental level and tracking the creeping competence that has now become a fundamental aspect of the current EU strategic agenda.
