 INTRODUCCION
Se expone de manera a la vez sencilla y
profunda la indisoluble relación entre la
democracia y la participación ciudadana.
La construcción y consolidación de la primera
es una tarea que involucra no sólo a las
instituciones gubernamentales y a los
partidos, sino también, a los ciudadanos,
por lo que su participación responsable y
voluntaria es una condición imprescindible
de los regímenes democráticos.

La participación ciudadana, exige al mismo
tiempo la aceptación previa de las reglas del
juego democrático y la voluntad libre de los
individuos que deciden participar: el Estado de
derecho y la libertad de los individuos.
