Entidades con competencias en I+D+i en Europa…
 Entidades con competencias en I+D+i en Europa…
❑ La Comisión Europea, con sede en Bruselas (Bélgica), es el órgano
ejecutivo y legislativo de la UE. Está formada por 27 comisiones,
una por cada país miembro, y administra la mayor parte del
presupuesto que gasta la UE, además de generar leyes.

❑ El Parlamento Europeo, con sedes en Bruselas y Estrasburgo

(Francia), está compuesto por 705 miembros de diferentes partes
de Europa. Comenzó siendo una asamblea consultiva, pero ahora
se encarga de votar casi todas las leyes propuestas por la
Comisión. → Elecciones el próximo 09-Junio-2024!

❑ El Consejo Europeo permite las reuniones de los gobiernos de los

27 países miembros. Sus representantes se congregan en
Bruselas para proveer orientación política a la UE. → Consejo de
Ministros

❑ El Tribunal de Justicia de la Unión Europea, en Luxemburgo, tiene

la función de asegurarse de que todos los Estados se atienen a las
normas y leyes, y de suavizar asperezas entre los otros tres
organismos.

❑ Banco Central Europeo y

Tribunal de Cuentas, que se
encargan del control de la
legalidad y del examen de la
gestión presupuestaria. El
Tribunal de Cuentas realiza con
frecuencia los controles in situ, y
los resultados de estos controles
forman la base de los informes
que se presentan tanto a la
Comisión como a los Gobiernos.
Entidades con competencias en I+D+i en Europa…
Para finalizar, existen dos órganos consultivos que
representan diferentes perspectivas:

❑ The Committee of the Regions (CoR) → La Asamblea

de la UE de los representantes regionales y locales
compuesto por representantes elegidos a escala local
y regional, procedentes de todos los 27 Estados
miembros de la UE. A través del CDR, los
representantes pueden dar a conocer su opinión
sobre la legislación de la UE que repercute
directamente en las regiones y ciudades.

❑ The European Economic and Social Committee

(EESC), que representa los intereses de los distintos
grupos económicos y sociales de Europa: Empresarios,
trabajadores y representantes de actividades diversa
(p.e., agricultores, artesanos, industrias, profesiones,
consumidores, comunidad científica y pedagógica,
economía social, familias, movimientos ecológicos).

decisiones en temas de I+D+i…
 The European Council defines the general political direction and priorities of the EU
but it does not exercise legislative functions. The European Commission has the right
of initiative meaning it proposes new legislation. These laws are then negotiated
and adopted by the European Parliament and the Council of the EU.

Once a piece of legislation is adopted at the European level (Council &

Parliament), it is either directly applicable and binding in all
Member States (regulation) or must, in time, be transposed into
national law by each Member State (directives). Recommendations
and opinions with no binding force can also be adopted.

In response to the political priorities and recovery plan of the Union,
Horizon Europe has 4 overall objectives, which will derive in 10 Key
Strategic Orientations (KSOs) for EU research and innovation defined
for the period 2021-2024.
The 4 overall objectives of HE are:

A. Promoting an open strategic autonomy by leading the

development of key digital and enabling technologies, sectors
and value chains;
B. Restoring Europe’s ecosystems and biodiversity, and managing
sustainable natural resources;

Sensory driven body transformation experiences

The way we perceive our body shapes our behaviour, emotions and social
interactions. Since our actual body cannot change quickly, common sense
would tell us that these internal body representations stored in our brains
are also something stable. In reality, they are highly adaptable. Body
Transformation Experiences (BTE), or perceptual illusions of body change,
can be engineered, for instance by using immersive virtual reality to
create the illusion of being shorter/taller or having a wider/slimmer body.
Beyond fun experiences, the new field of BTE engineering brings a
significant leap for wellbeing and health applications, as well as for the
embodiment of robotic devices and virtual avatars, and smart clothing.

❑ Objetivo: Desarrollar nuevos conocimientos o

bien explorar la viabilidad de una nueva
tecnología, servicio o solución.
Puede incluir investigación fundamental y aplicada, Desarrollo
tecnológico e integración, testeo y validación de un prototipo a
pequeña escala en laboratorio o entorno simulado.

❑ Financiación: Hasta el 100% de los costes

elegibles.

❑ Criterios de eligibilidad: Mínimo 3 entidades

legales independientes con sede en 3 Estados
Miembros diferentes o Estados Asociados (de
estos 3, al menos 1 debe ser de 1 Estado
Miembrode la UE).
 Innovation Action (IA)
❑ Objetivo: Diseño de nuevos productos, procesos y/o mejora de servicios.
Puede incluir prototipage, testeo, demostraciones, pilotos, validación y replicación a gran escala cerca de
mercado.

❑ Financiación: Hasta el 70% de costs elegibles para entidades con

ánimo de lucro (empresas) y hasta el 100% para entidades sin
ánimo de lucro (universidades, centros de investigación, asociaciones, …).

❑Criterios de eligibilidad:
Mínimo 3 entidades legales

❑ Consiste en: Medidas de acompañamiento como
normalización, diseminación / divulgación y comunicación,
networkig, servicios de apoyo, diálogos sobre políticas,
ejercicios y estudios de training e intercambio de buenas
prácticas, actividades complementarias como planificación
estratégica, coordinación de redes, …

❑ Financiación: Hasta el 100% de los costs elegibles.

❑Criteriosde eligibilidad:
Mínimo 1 entidad legal
con sede un Estado

El trabajo en equipo es importante en los proyectos

colaborativos de H2020 porque …
✓Permite mejorar la competitividad y excelencia a nivel
global trabajando con otros actors, es decir, son resultados
que nosotros solos NO podríamos conseguir! → Estos
resultados obtenidos juntos van más allá de la suma de
capacidades indivduales → “Added value”
✓Compartir → Es necesario repartirse tareas en función de
capacidades complementarias, ver qué aporta cada uno
(background), así como la repartición de la explotación de
los resultados…

Qué buscan los consorcios de Proyecto de HE…

✓Multi-disciplinariedad → Academia, grandes

empresas, PYMES, NGOs, sector público /administración,
etc.
✓Compromiso → Se trata de un trabajo continuado
colectivo durante 2-3 años, o más…
✓ Capacidad → Partners que demuestren ser excelentes o
singulars en su campo en particular

✓ No necesarimente con experiencia previa en

participación en proyectos europeos … pero sí
excelentes en su campo!
Por lo tanto… ¿cómo debería ser nuestro consorcio?

✓Equilibrio = “Well balanced” → Distribución geográfica

(para que los resultados sean replicables), diferentes tipos de
“expertise” y diferentes perfiles de organización: Universidad,
Centro Tecnológico/investigación, grandes compañías que
lleguen a mercado, PYMES, usuarios finales, administración
pública o reguladores,…
✓Fiable = “Reliability” → Se trata de un contrato con unos
objetivos a cumplir durante varios años → Los partners deben
dar la sensación de ser capaces de realizar esas tareas (Staff &
medios) y que son una entidad estable y comprometida en el
proyecto…

La sesión intentará dar una visión de qué se espera de los proyectos de

innovación e investigación aplicada en los programas europeos, en
general, y en Programa Marco, en particular. Programa Marco es un
referente para otras acciones de la Comisión en aspectos como la
implementación, los criterios y mecanismos de selección y evaluación,
aspectos legales y financieros a tener en cuenta, tipología de
proyectos más o menos cerca de mercado…

Es por ello que muchos programas

que apoyan la innovación y la
competitividad con fondos europeos
han adoptado metodologías y
maneras de funcionar análogas a
Programa Marco.
