La integración de la Unidad Militar de Emergencias en el Ciclo de Planeamiento de

la Defensa a partir del año 2009 ha permitido la convergencia del planeamiento
propio de la UME con el Planeamiento Militar, tanto en sus aspectos operativos y
de fuerza, liderados por el jefe de Estado Mayor de la Defensa (JEMAD), como en
el de recursos materiales y de personal, liderado por el secretario de Estado y el
subsecretario de Defensa.
