1.0. Introducción

El presente Estudio de alcance de consecuencias ha sido realizado para atender los requerimientos
solicitados por el organismo supervisor OSINERGMIN. De acuerdo al Procedimiento para la Evaluación y
Aprobación de los Instrumentos de Gestión de Seguridad Resolución de Consejo Directivo No 240-2010-
OS/CD.

El contenido del presente estudio describe los umbrales de radiación adoptados para el análisis de cálculo
de consecuencias, mostrados en el apartado 3.2.2. A partir de estos umbrales de radiación se simularon
los escenarios identificados con el Software EFFECTS: Desarrollado por TNO, Cuyos resultados se
presentan en el apartado 5.1.

2.0. Descripción de las instalaciones

En Planta no se tienen productos intermedios; solo se tienen productos finales, puesto que almacena y
despacha productos a granel. Entre los variados productos que almacena, distribuye y que utiliza en sus
instalaciones tenemos:

3.0. Metodología

Como se ha citado con anterioridad, el objetivo del presente Estudio de Riesgos es identificar y evaluar las
situaciones de riesgo que pueden darse en las instalaciones, asociado a la presencia de sustancias
peligrosas como hidrocarburos, así como las consecuencias y daños que pueden producirse, las mismas
que pueden afectar o dañar el Entorno Humano, Natural y Socioeconómico, la metodología para la
realización del estudio consta de las siguientes etapas:

3.1. Identificación de Situaciones de Riesgo

Para la identificación de los posibles riesgos asociados a las instalaciones y actividades objeto de estudio,
se ha analizado lo siguiente:

3.1.1. Estudio exhaustivo de las instalaciones

Teniendo en cuenta las condiciones de operación y diseño de los equipos en los que se verán
involucrados productos con características de peligrosidad.

Se ha llevado a cabo un análisis detallado de las instalaciones objeto de estudio desde el punto de vista de
la seguridad, así como de las fuentes de riesgo de accidentes graves, las condiciones en las que se
pueden producir dichos accidentes y las medidas preventivas y mitigadoras previstas.

Para ello, se ha analizado y revisado la documentación de las facilidades y actividades a desarrollarse en


la Planta Oquendo Callao de GTM, contemplándose los siguientes aspectos:

 Estudio de los procesos, operaciones, operaciones básicas y reacciones químicas que pudieran,
en una situación fuera de control, originar un accidente grave, para lo cual se ha tenido en
consideración la ingeniería de procesos y sistemas de seguridad
 Diseño e ingeniería de los equipos y sistemas que procesan o almacenan las sustancias
peligrosas presentes
 Servicios auxiliares esenciales en la prevención y la mitigación de consecuencias de accidentes

3.1.2. Análisis de las propiedades de las sustancias peligrosas presentes

El análisis de las sustancias presentes, o que pueden estar presentes, en un establecimiento resulta
relevante en la identificación de los escenarios que pueden derivar en mayores consecuencias.

En base a ello, se ha realizado una evaluación de las hojas de seguridad (MSDS) de las sustancias
involucradas en el proyecto objeto de estudio. Adicionalmente al aporte en la selección de escenarios,
dentro de la evaluación ambiental se lleva a cabo un análisis de las propiedades toxicológicas de las
sustancias presentes en el Proyecto.

3.2. Estimación de las consecuencias y del área afectada


Para el cálculo de los efectos derivados de los accidentes identificados en el presente estudio, se han
empleado los modelos de efectos incluidos en:

EFFECTS:, basado en los fundamentos incluidos en el manual de consecuencias de fugas de productos


peligrosos denominado "Methods for the calculation of the physical effects of the scape of dangerous
material -liquids and gases-", conocido como "Yellow Book" [1]. Incluye modelos de simulación de fugas de
líquidos y gases, evaporación, dispersión gaussiana (y como chorro libre turbulento), explosiones no
confinadas e incendios.

3.2.1. Condiciones ambientales

Para la simulación del cálculo de consecuencias de los escenarios se han utilizado las siguientes
condiciones meteorológicas:

• Estabilidad D con velocidad de viento 8.17 m/s.


• Estabilidad F con velocidad de viento 1.58 m/s.
• Temperatura Ambiente: 19.18 °C.
• Humedad relativa: 85 %kk
• Dirección hacia: S  N

3.2.2. Umbrales de estudio

INCENDIO DE CHARCO (POOL FIRE)

Los modelos de consecuencias que se utilizan toman en consideración el nivel de radiación recibida y el
tiempo de exposición a la misma.

Estos modelos de consecuencias de radiación térmica, se derivan de experiencias sobre animales y


relacionan la dosis de radiación recibida con la proporción de muertes de individuos sujetos a exposición.

Para conocer los efectos letales producidos sobre las personas causadas por la radiación térmica, se hace
uso de la función Probit, que particularizada para incendios de hidrocarburos presenta la siguiente forma:

A. Valores umbrales Letalidad sobre las personas

Pr = - 36,38 + 2,56 ln (q4/3 · t)


Siendo:
Pr = Valor Probit.
q = carga térmica recibida, en W/m2.
t = tiempo de exposición, en segundos.
A partir de esta función se determina el nivel de radiación correspondiente, a una letalidad del 100% por
contacto directo con las llamas o por encima de un nivel de radiación térmica de 35 kW/m2. Por otro lado,
se va evaluar el alcance correspondiente al 50% de los individuos afectados por quemaduras de segundo
(Ecuación de Probit) para un tiempo de exposición de 20 segundos que corresponde a una intensidad
térmica de 16,5 kW/m2

Quemaduras de segundo grado:

Pr = -43,14 + 3,0186·ln (q4/3·t)

B. Umbrales de afectación sobre los bienes y lesiones al personal

Para relacionar el posible daño a los bienes materiales como consecuencia de la ocurrencia de los
escenarios identificados en este estudio, se indican algunos de los daños que podrían producirse en
instalaciones industriales debido a efectos de radiación térmica.

SHELL GLOBAL SOLUTIONS INTERNATIONAL. DESIGN AND ENGINEERING PRACTICE – DEP (DEP
[Link]-Gen). En el Item 2.2.6 Determination of required fire protection measures, se indica que un
equipo de acero no requerirá protección cuando está expuesto a un nivel de radiación de calor de 12.5
kW/m2 o menos. Si la radiación supera el valor indicado, se tendrá que seleccionar medidas de protección
contra incendios (sistemas de pulverización de agua, monitores de agua contra incendios fijos, monitores
móviles, aplicación manual de agua por los bomberos, protección pasiva contra incendios, etc.).

5.0. Análisis de efectos y consecuencias.

En el presente Estudio se presentan los cálculos de efectos físicos y sus consecuencias sobre su entorno
a través de la simulación de los distintos escenarios. Los cuales se encuentran en el Anexo I.

5.1. Resultado de los Cálculos Realizados

En este apartado se muestran los resultados de los cálculos de efectos y el alcance de las consecuencias,
que pueden afectar al entorno Humano y a las instalaciones, dicha simulación fue realizada en base a la
metodología anteriormente expuesta.

En el Anexo II del presente estudio se muestran los gráficos de consecuencia, para los planos autocad; se muestran los distintos escenarios evaluados, en
el cual se pueden apreciar los alcances en metros de los umbrales de radiación establecidos. Con estos Planos se puede cuantificar los daños sobre los
distintos entornos Humano, Ambiental y Socioeconómico

6.0. Conclusiones

 De los estándares presentados en este informe y, dado que el valor de radiación es un criterio
a considerar para determinar el enfriamiento de tanques adyacentes al tanque incendiado, en
una instalación de almacenamiento de hidrocarburos, se concluye que considerar el valor de
12.5 kW/m2, como límite mínimo de flujo de radiación térmica a partir del cual es necesario
enfriar los tanques adyacentes, es un criterio aceptable.

 El valor de 12.5 kW/m2 es respaldado por empresas como SHELL, por referencias
bibliográficas y de artículos de revistas como la AICHE; además, es necesario indicar que el
límite de radiación térmica soportable, para un bombero con traje estructural es del orden de
12.5 kW/m2, con un tiempo de exposición prolongado.
